How to program police scanner?

i bought a used police scanner, in new condition, from ebay. worked great, had repairmen here last week, one must of dropped it, tho they deny it, but it wont scan any more. its a radio shack model. tried reprogramming, according to owners manual, no luck. where you press 2 and 9? can anyone help me? can best buy program it?
