Do you think my roommate is making meth?

Being that I do not use meth, and I do not work for the DEA, I know very little about it. My roommate has a history of drug use, and I want to be sure I am not jumping to conclusions. Multiple times there has been an over-bearing ammonia smell that burns my eyes in our laundry/utility room. Also, he has shoved insulation under and around the exterior door. He said the insulation is to keep drafts from coming in the door. He says the smell is coming from the washing machine, but the smell is not consistent with when the washing machine is used, which leads him to say it may also be the dryer or the gas hot water heater. The smell is NOT from the hot water heater. Several repairmen have looked at it multiple times. I guess my question is this: Is it possible for my roommate to produce meth in our utility room in a 1-2 hour time frame?
